據(jù)沙特阿拉伯官方消息，沙特阿拉伯海關(guān)為保護(hù)當(dāng)?shù)氐南M(fèi)者和國(guó)家的經(jīng)濟(jì)，決定從2010年2月23日起，禁止不符合SASO早前公布的標(biāo)
準(zhǔn)的電源插頭和插座進(jìn)口，并從2010年4月27日起，沙特海關(guān)將會(huì)禁止任何未能提供能源效益標(biāo)簽的電器用品的進(jìn)口，包括空調(diào)、電冰
箱、洗衣機(jī)、家用電熱水器、暖風(fēng)機(jī)、液體電熱器等電器用品。這是繼2009年初開始沙特實(shí)行包裝原產(chǎn)地注明之后的又一新規(guī)定。 　　沙特是中東最大的國(guó)家，自2006年起，中國(guó)已成為沙特第二大進(jìn)口貿(mào)易伙伴。據(jù)了解，沙特各城市都采用較低電壓，分為127V
(60Hz)和220V(50/60Hz)兩種(利雅德為235V)，但在麥加及工業(yè)區(qū)系采用較高電壓，有220V及380V兩種，皆為60Hz。此次涉及的電源插
頭和插座標(biāo)準(zhǔn)為SASO 2203-2003(220V)，使用英式插頭;SASO 2204-2003(127V)，使用美式插頭。
另外，根據(jù)早前沙特標(biāo)準(zhǔn)局(SASO)及工貿(mào)部(MoCI)的規(guī)定，沙特對(duì)進(jìn)口的絕大多數(shù)消費(fèi)品實(shí)施產(chǎn)品符合性認(rèn)證計(jì)劃(PCP)，要求每
批到達(dá)沙特口岸的貨物均須附有統(tǒng)一的符合性認(rèn)證證書(CoC)，否則將被拒絕入境。
此次新規(guī)主要涉及機(jī)電產(chǎn)品。據(jù)統(tǒng)計(jì)，2009年寶安轄區(qū)輸沙特法檢目錄內(nèi)機(jī)電產(chǎn)品共650批，貨值3300多萬(wàn)美元，涉及118家機(jī)電
企業(yè)，將對(duì)相關(guān)企業(yè)出口沙特造成一定影響，相關(guān)企業(yè)應(yīng)引起重視，及時(shí)采取應(yīng)對(duì)措施：
一是要及時(shí)掌握SASO發(fā)布的相關(guān)標(biāo)準(zhǔn)，提前做好相關(guān)產(chǎn)品認(rèn)證。
二是可依據(jù)產(chǎn)品出口的頻次，靈活選擇以下三種不同途徑來(lái)取得CoC。一是符合性驗(yàn)證。企業(yè)在每次出貨前申請(qǐng)裝船前的現(xiàn)場(chǎng)核查
及測(cè)試，結(jié)果合格后即可獲得CoC證書，適用于每年出口頻次不高的企業(yè);二是注冊(cè)證書(Registration)。通過(guò)產(chǎn)品型式試驗(yàn)，有效期
一年，僅需進(jìn)行現(xiàn)場(chǎng)核查，適用于出口頻次較高的企業(yè);三是質(zhì)量標(biāo)志證書(QM：Quality Mark)。通過(guò)產(chǎn)品型式試驗(yàn)及工廠檢查，有效
期三年，僅需資料審核，適用于出口較頻繁或規(guī)模較大、注重質(zhì)量及信譽(yù)的企業(yè)。
三是企業(yè)應(yīng)積極與沙特進(jìn)口商溝通交流，避免造成損失。Saudi Arabia, according to official sources, Saudi Arabia Customs to protect local consumers and national economy,

requires each batch of goods to the port should be accompanied by Dasha Te a uniform certificate of conformity (CoC),
or they will be refused entry.
The new regulations mainly related to mechanical and electrical products. According to statistics, in 2009 Saudi Law
of Baoan district lost the directory mechanical and electrical products seized a total of 650 batches of the value of
more than 3300 million, involving 118 mechanical and electrical enterprises, the enterprises will be some impact of
